Digital transformation in public administration requires government personnel to possess adequate digital readiness to effectively implement the Electronic-Based Government System (SPBE). The Government of Baubau City, which is accelerating the digitalization of public services, continues to face several challenges, including disparities in technological competence among civil servants, limited utilization of digital service applications, and uneven levels of digital literacy across local government agencies. This study aims to analyze the level of digital readiness of Baubau City government personnel and to identify the supporting and inhibiting factors in SPBE implementation. A descriptive approach was employed, with data collected through questionnaires, interviews, observations, and document reviews. Data were analyzed based on digital skills, digital literacy, attitudes toward technology, organizational support, and the availability of digital infrastructure. The results indicate that the overall level of digital readiness among government personnel falls within the moderate category, with variations across agencies. Key supporting factors include leadership commitment and the availability of network infrastructure, while inhibiting factors involve low digital competence among senior personnel, limited continuous training, and suboptimal integration of information systems. This study underscores that the success of SPBE implementation is highly dependent on the digital readiness of government personnel and the consistency of internal policies. Therefore, a sustainable strategy to strengthen the digital capacity of government personnel is essential.
